The development of circular economy and the comprehensive utilization of renewable resources are the themes of today's social development. The recycling and utilization of waste rubber has been highly valued by the Chinese government. It refers to the agenda and encourages the state; turning waste into treasure, harming the interests, purifying the environment, and building a conservation-oriented society. The 11th Five-Year Plan for National Economic and Social Development, Part VI: Building a resource-saving and environment-friendly society. Chapter 22: “Developing Circular Economy”, Section 5: “Strengthen the comprehensive utilization of resources to promote the recycling of waste paper, used tires, used tires and waste electronic products. The State Council issued Guofa [1996] No. 36 Opinions on Comprehensive Utilization of Resources, Comprehensive Catalogue of Resources (Revised 2003), Part 3, Article 35, “Use of waste rubber such as waste tires to produce powder, reclaimed rubber, liquid asphalt, tires, carbon ink , steel wire, waterproof materials, rubber seals, and logging products.” Article 40 “Recycling and comprehensive utilization of used tires” enjoys preferential policies for comprehensive utilization of resources as required. “Ministry of Finance and the State Administration of Taxation on Printing and Distributing The Notice on the Catalogue of VAT Concessions for Products and Labor Services (Cai Shui [2015] No. 78) integrates and optimizes the comprehensive utilization of resources and labor VAT preferential policies, and will be implemented on July 1.
