Background Of The Revision Of The Standard Technical Specifications For Recycling And Dismantling Motor Vehicles

With the economic and social development, the number of motor vehicles in China has increased from 186 million to 340 million a decade ago, and the development of the scrapped motor vehicle recycling and disassembly industry has undergone tremendous changes. In May 2019, the State Council issued the “Administrative Measures for the Recycling of End-of-Life Motor Vehicles” (State Council Order No. 715, hereinafter referred to as Order No. 715), which will be implemented as of June 1, 2019. Decree No. 715 implements the concept of green development, strengthens the environmental protection requirements of the scrap recycling industry, and clarifies that the state implements a qualification certification system for scrap motor vehicle recycling companies; Requirements for storage, dismantling sites, dismantling equipment, facilities, and dismantling operation specifications.
