▲ This revision thoroughly implements the socialist ideology of Chinese characteristics in the new era of the Jinping New Century and the spirit of the Nineteenth National Congress of the Communist Party of China, implements the people-centered ideology, adheres to the new development concept, gives priority to greenness, promotes "decentralization" and strengthens scientific management. Five aspects have been modified:
● The first is to implement the concept of green development and strengthen environmental protection in the waste recycling industry.
◆ The new "Measures" require enterprises to meet environmental protection requirements in terms of storage sites, equipment and facilities, and dismantling practices. At the same time, further clarify and strengthen post-event and post-event supervision, and increase penalties for environmental violations.
● The second is to meet the needs of the circular economy and allow the "five major assemblies" of scrapped motor vehicles to be sold to remanufacturing enterprises to increase the value of recycling.
◆ The new "Measures" stipulates that if the dismantled "five major assemblies" have remanufacturing conditions, they can be sold to enterprises with remanufacturing capabilities in accordance with relevant state regulations. This will significantly increase the value of recycling scrapped cars and increase the incentive for car owners to scrap.
● The third is to implement the State Council's "decentralization service" requirements, improve the qualification certification system, and simplify business procedures.
◆ The new "Measures" broke the traditional management method of implementing a fixed-point layout for recycling enterprises, and no longer implemented special industry management. In accordance with the requirements of "licensing first and then permitting", enterprises obtained a business license in accordance with the law before applying for recycling qualifications.
● The fourth is to innovate management methods and strengthen supervision after the event.
◆ In accordance with the spirit of simpler approval, stronger supervision, and better service, online applications and online acceptance are promoted, and competent authorities allow information to run more and let the masses run less, providing convenience for applicants. Establish and improve the daily supervision and inspection system focusing on "double random, one open", and strengthen departmental cooperation and supervision.
● Fifth, adjust and adapt to laws and regulations such as the Road Traffic Safety Law.
◆ The new "Measures", as administrative regulations governing the recycling industry, will no longer adjust behaviors related to road traffic safety. However, it has organically linked the road traffic safety law with regard to the procedures for the recovery of discarded motor vehicles, the illegal liability for assembling motor vehicles, and the legal responsibility for buying and selling discarded motor vehicles.
