1. Waste vehicle recycling and dismantling enterprises fail to meet the mandatory provisions of the 'Technical Specifications for Waste Vehicle Recycling and Dismantling';
2. The recycling and dismantling enterprises of waste vehicles violate the laws, regulations and mandatory standards of ecological and environmental protection and cause environmental pollution;
3. Waste vehicle recycling and dismantling enterprises fail to register the recovered vehicles on a vehicle-by-vehicle basis, fail to dismantle the waste vehicles at the specified site, sell the waste vehicle parts without marking the 'waste vehicle reusable parts', and refurbish the waste vehicle spare parts without permission and sell as new products, sell waste vehicle spare parts that can no longer be used, trade or forge or alter the "Waste Vehicle Recovery Certificate";
4. Unlawfully set up waste vehicle recycling markets and outlets without the qualification certification of the provincial commerce department, and engage in the recycling and dismantling business of waste vehicles without authorization;
5. Illegal use of the "five major assemblies" of waste vehicles to refit and assemble vehicles.
