The Notice requires:
1. Enterprises without the qualifications recognized by the Guangdong Provincial Department of Commerce are not allowed to engage in the recycling and dismantling of scrapped motor vehicles and the transaction of scrapped motor vehicles; those who have not obtained the qualifications of the commerce department and engage in recycling, dismantling and reselling of scrapped motor vehicles without authorization shall be deemed as Illegal recycling and dismantling of scrapped motor vehicles.
2. The outlets that illegally recycle and dismantle scrapped motor vehicles shall immediately stop illegal activities and completely dismantle and clean up relevant operating facilities.
