The contents of the special rectification for the recycling and dismantling of scrapped motor vehicles are as follows:
1. Engage in the recycling of scrapped motor vehicles without obtaining qualification certification;
2. Illegal establishment of scrapped motor vehicle recycling and dismantling markets and outlets;
3. Illegal trading of scrapped motor vehicles and assembled vehicles;
4. Illegal dismantling, refitting, assembling, reselling, and use of scrapped motor vehicles and their "five major assemblies" and other illegal acts;
5. Buying or selling or forging or altering the "Certificate of Recycling of Scrap Motor Vehicles";
6. Failure to register the recovered vehicles on a vehicle-by-vehicle basis;
7. Selling scrapped motor vehicle spare parts that are not marked as "scrapped motor vehicle reusable parts", privately refurbishing scrapped motor vehicle spare parts and selling them as new products, and selling scrapped motor vehicle spare parts that can no longer be used;
8. Disposing of new energy vehicle power batteries without authorization;
9. Violating environmental protection laws, regulations and mandatory standards and polluting the environment;
10. Illegal recycling and dismantling of scrapped motor vehicles by enterprises and individuals for illegal use of land;
11. Other violations of laws and regulations.
